These participants are children of the country club employees,” Coach Francis Lucero said. The participants’ names are as follows: Rory Bisera, 7; JC Feil, 12; Julliene Mabale, 12; Rose Wacan, 12; Aj Wacan, 13; Adrian Bisera, 14; Kenly Wacan, 15; Margaux Mabale, 16; Niño Villacensio, 16; and Aldrein Gialon, 16. Lucero said the participants undergo training and will have a chance to compete in a local golf tournament as part of their training. Some of the golf training taught to the participants are overall flexibility, leg strength and balance, wedge shots, improving their distance off the tee, accuracy at hitting fairways, and their attitude towards the sport. Lucero said the coach under the program conducts the assessment and selects who among the participants will compete in the US Kids and Junior World Competitions, respectively. “Why golf? Golf is a sport that allows players of all abilities to play competitively because of its handicap system, and we have the chance to compete internationally,” Lucero said. Rep. Duterte said the recent approval by the House of Representatives on third and final reading of House Bill (HB) 6509 is a step closer in providing this legal protection to “uniformed personnel who are wrongfully accused and charged, especially when their job involves having to expose high-profile criminal syndicates.” Rep. Duterte said the recent approval by the House of Representatives on third and final reading of House Bill (HB) 6509 is a step closer in providing this legal protection to “uniformed personnel who are wrongfully accused and charged, especially when their job involves having to expose high-profile criminal syndicates.” HB 6509, a consolidation of the bill jointly filed by Duterte and Benguet Rep. Eric Yap, along with other similar measures, covers military and uniformed personnel (MUP) of the AFP, PNP, Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP), and the Philippine Coast Guard (PCG). “Free legal assistance will strengthen our uniformed personnel’s morale, safeguarding them from unfortunate circumstances that may come with performing their sworn duties. This free legal assistance, in the premise that is not misused, could serve as an incentive and boost productivity,” Duterte and Yap said in calling for the urgent passage of the measure. Under the bill, any MUP facing criminal, civil or administrative charges involving service-related incidents before a prosecutor’s office, court, administrative body, or any competent body or tribunal, shall be entitled to free legal assistance. Those who have been granted free legal aid shall continue to enjoy this privilege even after their retirement from the service. “Retired officers or uniformed personnel shall also be given free legal assistance for cases or charges involving service-related incidents committed by such retired officers or uniformed personnel while still in active duty,” the bill further states. Duterte urged the Senate to pass its counterpart measure of HB 6509 once Congress resumes session next month. HB 6509 mandates the leaderships of the AFP, PNP, BFP, BJMP, and PCG to submit to the Department of Budget and Management (DBM) their respective revised organizational structures and staffing patterns for their legal offices to ensure adequate and effective free legal assistance to their qualified MUP. The bill also states that “the government lawyer so designated to provide legal assistance to an officer or uniformed personnel of the AFP, BFP, BJMP, PCG, or PNP shall be entitled to payment of actual travel and other expenses, including Special Counsel Allowance, subject to existing laws, rules, and regulations." Under the measure, qualified MUP may also be provided, “in the interest of justice,” with private counsel at the expense of the government when necessary, Duterte said. These include House Bill (HB) 4809, which aims to provide free and streamlined freight services in the transportation of relief goods to disaster-stricken areas; HB 4697 which seeks to institutionalize the grant of scholarships to public school teachers and educational assistance to their children pursuing college studies; and HB 3382 which mandates the national and local governments to purchase the produce of local farmers and other food producers for relief operations and school feeding programs. Duterte’s recent legislative measures also aim to improve the dispensation of justice by proposing the creation of three different municipal trial courts in Davao City (HB 3272), secure the country’s energy needs by promoting the development of the Philippine natural gas industry (HB 4097), and protect the rights and welfare of freelance workers (HB 3738). From July to September this year, a total of 8,160 fisherfolk and 5,799 drivers of public utility vehicles in Davao City who were thoroughly screened and assisted by the First Congressional District Office were able to avail of the emergency employment under the Tulong Panghanapbuhay sa Disadvantaged/Displaced Worker (TUPAD) of the Department of Labor and Employment (DOLE). Rep. Duterte’s office also coordinated with DOLE in granting TUPAD benefits to 923 street vendors. “We had carefully profiled the TUPAD applicants to ensure that only those who deserve them are granted the program’s benefits,” said Rep. Duterte. ADVERTISEMENT “We are continuing to screen thousands of other applicants, especially those severely affected by the economic shock from the pandemic, to assist the DOLE in effectively implementing TUPAD in Davao City,” the lawmaker added. TUPAD is a community-based package of assistance that provides emergency employment for displaced workers, the underemployed, and seasonal workers for a minimum period of 10 days but not to exceed a maximum of 30 days, depending on the nature of the work to be performed. Rep. Duterte’s office provided scholarships and educational assistance to 802 students. At the same time, another 207 individuals have been granted free training programs from the Technical Education and Skills Development Authority (TESDA) from July to September this year. In partnership with Benguet Rep. Eric Yap, Rep. Duterte turned over five patient transport vehicles to improve the delivery of medical care to Davao City’s first district residents. In his first three months, Rep. Duterte also initiated the construction of nine buildings to serve the needs of Davao City residents. These include evacuation centers, multi-facilities buildings, and Lamayan Bayan buildings for the use of Davaoeños who cannot afford funeral services for their departed loved ones. ADVERTISEMENT Rep. Duterte’s office helped shoulder the funeral bills of 1,737 deceased residents. Rep. Duterte’s office also facilitated the hospitalization and medical assistance at the Southern Philippines Medical Center (SPMC) in Davao City to 4,532 individuals, including Davao’s indigent senior citizens. A total of 8,929 beneficiaries seeking treatment in private hospitals were provided medical assistance from June to September 2022. From June to August of this year, Rep. Duterte extended aid to 204 families that were victims of flash floods and 710 individuals who lost their property to fire. Rep.
