Dutertes bring relief and hope to Agdao fire victims Tuesday, August 19, 2025 First Congressional District Communication and Information Office Share First District Representative Paolo Duterte, Second District Representative Omar Duterte, and Acting Vice Mayor Rigo Duterte have joined hands to extend immediate aid to families devastated by the recent fire incidents that struck Barangays Leon Garcia and San Isidro in Agdao. The three officials’ offices mobilized hot meals for seven straight days and safe drinking water to ensure that affected families do not go hungry or thirsty as they begin the difficult journey of rebuilding their lives. According to the initial report from the City Social Work and Development Office (CSWDO), the fire in Leon Garcia affected at least 22 households, including 13 sharers, 23 renters, and 5 boarders. In San Isidro, R. Castillo, around 65 households with 310 members, including 30 renters, were reported affected. CSWDO is still conducting a final assessment to determine the full extent of the damage and the specific needs of the families. In a joint statement, the three Dutertes emphasized the importance of urgent response and continuing support: “Our priority is to ensure that no family goes hungry and that they have access to clean water during this painful ordeal. Rest assured, we will continue working closely with CSWDO and other agencies to provide further support for the families’ rehabilitation and recovery,” the statement read. Barangay officials also expressed their gratitude for the swift action. Kapitan Rody Cagatin of Centro Agdao said: “Pasalamat ko sa paspas nga pagtubag sa mga nasunogan sa akong barangay. Nagpadala dayon og tabang ang OVP, opisina ni Cong. Omar ug Cong. Pulong bisan dili niya distrito. Mianhi usab si Vice Mayor Rigo bisag gabii na kaayo. Salamat sa inyong tanan apil tong mga volunteers ug private individuals.     Learn about Congressman Paolo Z. Duterte. The Congressman Personal Life Paolo “Pulong” Zimmerman Duterte was born on March 24, 1975, in Davao City. He is the eldest child of the former Davao City Mayor and now Philippine President, Rodrigo Roa Duterte, and Elizabeth Zimmerman. His sister Sara is the incumbent Mayor of Davao City while his brother Sebastian is the Vice Mayor. Duterte finished his primary and secondary education at the Philippine Women’s College (PWC) of Davao in 1991. He completed his Bachelor’s Degree in Banking and Finance at the University of Mindanao in 2001. He earned his Master’s Degree in Public Administration in 2009 at the University of Southeastern Philippines. His Doctorate’s Degree in Public Administration was completed in 2015 at the Lyceum-Northwestern University. In pursuit of his dream of becoming a pilot, he obtained his Airplane Private Pilot Licence at Mactan Aviation Technology Center Inc. Pilot School in 2018. He is currently working on his Commercial and Multi-Engine Pilot License and Helicopter Pilot Training at CheynAir Aviation. Pulong is married to January Navares, incumbent Barangay Chairman of Catalunan Grande in District 1 Davao City. He has 5 children namely Omar Vincent, Rodrigo II, Isabelle Lovelie, Sabina, and Paolo II, and 2 grandchildren Rodrigo III and Arturo Vincent. Political Career Before Congress Pulong entered the political arena in 2007 where he served as Barangay Chairman of the Catalunan Grande in Davao City until 2013. He was also elected as the President of the Association of Barangay Captains (ABC) in 2008 which earned him a seat in the Davao City Council as ABC Sectoral Representative. He went on to serve as the National Vice President for Mindanao of the Liga ng Mga Barangay from 2011 to 2013. In 2013, Pulong ran unopposed and eventually elected as the Vice Mayor of Davao City. During his first term, he established the Pulong Pulong ni Pulong (PPP) program to encouraged barangay officials to be more involved in delivering the needs of their constituents. As a former Barangay Chairman, PPP became his platform in resolving issues in the barangay level and giving the barangay officials opportunity to voice out their concerns and lobby for critical projects needed in their respective barangays. In 2016, Pulong served his second term as Vice Mayor. As much as he wanted to complete his term, he resigned on December 25, 2017, citing the resignation was made out of “delicadeza”. Congressman In October 2018, Pulong, accompanied by his sister Inday Sara and brother-in-law Manases Carpio, filed his Certificate of Candidacy (COC) for a congressional seat of the first district of Davao City. He got the post following the landslide victory in the 2019 Philippine Mid-Term Elections. In July 2019, he agreed to serve as Deputy Speaker for Political Affairs under the leadership of House Speaker Alan Peter Cayetano of Taguig City, of the 18th Congress of the Philippines. In his first 365 days, Pulong pushed for the passage of 63 House Bills and House Resolutions — of which, 33 House Bills and 7 House Resolutions he authored. Of the said legislations, 6 were enacted into law, 17 approved by the House and transmitted to the Senate, and 29 still pending with the respective committees.

    Good news pet lovers! To better protect house pets and other animals from veterinary malpractices, Rep. Paolo “Manong Pulong” Duterte has filed a proposed measure which aims to institutionalize the penalties of fine, cancellation of license to practice and revocation of permit to operate to veterinarians found committing veterinary malpractice to increase deterrence in committing the said act. House Bill No. 7896, or the Anti-Veterinary Malpractice Act of 2023, also seeks to require veterinarians to avail of malpractice insurance to answer for any claims of damages arising from the act or omission perpetrated by them resulting to injury or loss of life to any animal.   • Bill eyes P2,000 monthly gov't subsidy for parents of kids with disabilities

    A P2,000 monthly government subsidy for parents of children with disabilities (CWD) has been proposed in the Lower House. The bill cites a study conducted by the United Nations Children’s Fund (UNICEF) in coordination with the Department of Social Welfare and Development (DSWD) which showed that raising a CWD costs 40 to 80 percent higher than households with children without disabilities House Bill 6743 covers CWD aged 21 years old and below with a physical or mental impairment. It also mandates the creation of a database of all CWD. An initial allocation of P2 billion for the first year of implementing the program.
