He added that such a gift is already a big help to them. The first batch of barangay functionaries who received presents was from Talomo Proper, Matina Crossing, and Bucana 76-A. There are 8,860 barangay functionaries expected to receive Christmas presents from the First District Office. 41-year-old Elda dela Rosa, of Barangay 76–A, could not contain her happiness upon receiving the gift. She said she did not expect to receive an early Christmas gift and that she is grateful to the entire team of the young congressman. “A million thanks to Congressman Paolo Duterte and his representative, sir Rigo Duterte, for the early pamasko to the officials and functionaries of Barangay Talomo Proper. Salamat kaayo,” said Cecile Lopez, a barangay staff in Talomo Proper. Rep. Duterte’s office said that the gift-giving program is to give everyone a Merry Christmas despite all the heavy responsibilities and challenges everyone went through from the previous years until recently. Duterte, Yap want ‘habal-habal’ regulated for road, commuter safety Monday, December 5, 2022 First Congressional District Communication and Information Office Share - QUEZON CITY - To ensure the safety of commuting public using “habal-habal” or motorcycle ride-sharing, Davao City 1st District Rep. Paolo Duterte and Benguet Rep. Eric Yap recently filed a proposed measure regulating the operation of motorcycles-for-hire. “‘Habal-habal’ or motorcycle ride-sharing has been regarded as one of the most popular modes of informal transportation. However, despite its practicality and convenience, a large number of motorcycles-for-hire are not registered, making their services illegal due to lack of insurance coverage and ungoverned by laws on common carriers,” Duterte said. House Bill No. 4470 also known as Motorcycles-for-Hire Act seeks to regulate the operation of motorcycles-for-hire, including “habal-habal,” thereby making the said mode of transportation safer and relatively a sustainable option for the commuting public, the riders and other road users. Duterte explained that the recent innovations in technology have opened an opportunity for alternative modes of public conveyance, such as motorcycles-for-hire, to thrive as a popular and accessible mode of transportation, particularly in highly congested public roads, including unpaved roads in rural communities. Yap, meanwhile, said that to maximize their operations, motorcycles-for-hire would be allowed to operate using digital booking platforms or would be designated their own terminals. “Given the perils of ‘habal-habal’, the government is mandated to ensure that transportation network companies (TNC) and on-line e-commerce platform providers (OEPP) shall exercise due diligence and reasonable care in accrediting motorcycle-for-hire operators and drivers that shall operate under their platforms,” Yap added. The Land Transportation Office (LTO) would be responsible in promulgating the necessary guidelines setting forth the requirements for the issuance of a professional driver’s license and practical examinations for the operation of a motorcycle-for-hire to the prospective riders, he also said. “Regulatory agencies, including the Land Transportation Franchising and Regulatory Board (LTFRB), would be coordinating their efforts to make “habal-habal” a safe, secure, sufficient and economical alternative mode of public transportation,” Duterte pointed out. At the same time, Duterte said the measure should include the creation of a Water Trust Fund (WTF) in the Bureau of the Treasury (BTr), which the proposed DWR can tap to fund water sustainability projects. House Bill (HB) 3727, which Duterte filed with Benguet Rep. Eric Yap, seeks to address concerns over a looming water and sanitation crises in the country by creating the DWR and the Water Regulatory Commission (WRC). Duterte said that under HB 3727, remittances from non-tax revenues related to water management, including raw water pricing, permit fees, registration fees, supervision and regulation enforcement fees, filing fees, testing fees and other service income from the use of water resources will form part of the WTF. The WTF “shall be accounted separately from the government’s general revenues and shall be automatically appropriated to the [DWR],” the bill states. Duterte said proceeds from the WTF will be utilized for water development, water sanitation and waste water treatment and management, and water sustainability programs and projects authorized under the measure. The bill provides that a maximum of 10 percent of the total income generated from raw water extraction shall be given as share of the concerned local government unit (LGU) or indigenous people (IP) community which own or has jurisdiction over the specific areas of land where the raw water was sourced. “There are various government agencies battling this recurring water and sanitation [crises], and there is a need now more than ever to consolidate efforts to avoid duplication of functions, improve public service delivery, and prudently manage limited government resources to address this pressing concern,” Duterte and Yap said in filing HB 3727. Duterte said establishing the DWR should not be dismissed as merely an added layer to the bureaucracy because its creation is not only crucial to averting a water and sanitation crises but is also essential in ensuring that all stakeholders are on the same page in ensuring the effective management of the country’s water resources. Improving the management of water resources covers not only its supply to consumers, but also to the agriculture sector, which the government has committed to support to guarantee food security, Duterte said. Duterte also pointed out that efficient water resources management is a critical factor in protecting the health of Filipinos by ensuring their access to safe, drinking water. Citing studies done by the global nonprofit organization water .org, Duterte and Yap said more than 3 million people in the country rely on unsafe and unsustainable water sources, while 7 million lack access to improved sanitation. Duterte and Yap said the creation of the DWR ensures that a primary agency is on top to identify, plan, oversee and manage the efficient use of the country’s water resources. The DWR will also be the lead agency responsible for the planning and policy formulation towards the attainment of universal access to a safe, adequate, affordable and sustainable water supply, as well as improved sanitation services for all Filipinos, the two lawmakers said. HB 3727 also seeks to create the WRC and its regulatory units under the DWR to oversee the functions and responsibilities of all water service providers. As an independent, quasi-judicial body, the WRC is authorized, among other powers, to impose and collect annual levies, fees and surcharges on licensed water supply and sanitation services. Under the bill, the DWR shall exercise administrative supervision over the Metropolitan Waterworks and Sewerage System (MWSS), National Irrigation Administration (NIA), and the Laguna Lake Development Authority (LLDA). The Local Water Utilities Administration (LWUA) shall be transferred from the Department of Public Works and Highways (DPWH) to the DWR. Moreover, the functions and personnel of the NWRB, and other boards, offices, divisions, bureaus, and programs related to the management, planning, surveying, and monitoring of water resources shall be subsumed under the DWR. In an initial report of the Bureau of Fire Protection (BFP) Davao City Fire District, two persons were killed, one was injured, and 203 families lost their homes following the incident that destroyed 150 houses. Authorities identified the fatalities as cousins Rjay Lopez, 11, and Roy Reteza, 14. Their bodies were found inside the restroom of their house during the mopping-up operations of the authorities. The fire started at around 8:25 p.m. Firefighters from different stations responded to the area and were able to put the fire under control at around 11 p.m. Property damage was estimated at P2.250 million.
