Duterte’s office distributes 1, 200 food packs to fisherfolks Thursday, September 10, 2020 First Congressional District Communication and Information Office Share DAVAO CITY – About 1,200 fisherfolks received food packs from the Office of the First District on September 10, Thursday afternoon, at the seaside of Purok 8, Barangay 76-A Bucana of this city. Representative Paolo Duterte’s office distributed the food packs containing three kilos of rice, six canned goods and three noodles to fisherfolks who were also affected by the global crisis. Since the coronavirus disease 2019 (COVID-19) began to spread across the globe, several Filipinos were having difficulty in coping with the challenges and changes, among them are the fisherfolks. Duterte’s office said that the beneficiaries were residents of the first district and are members of the fisherfolks associations in the above-mentioned barangay. The fisherfolks associations are namely: Aroma, Riverside, Purok Pasil, Purok 22A, Badjao, Kisada, Seaside, Dapsa 1 and Dapsa 2, Muslim-Christian, Bucana sa Kalambuan, and Bolton Riverside. Rep. Duterte's office earlier mentioned that the distribution of food packs focused on the “poorest of the poor” from all 54 barangays in the first district. The district office has been giving food packs to those in need, especially its constituents, since the quarantine. Duterte released on March 18, Saturday, his accomplishments from October 2022 to March 2023 as a second-term member of the House of Representatives (HOR). Rep. Duterte highlighted the 39 House Bills he had authored, of which one was enacted into law, while others are still pending in the different committees in the HOR, and some were already sent and received by the Senate for reading. Duterte highlighted the 39 House Bills he had authored, of which one was enacted into law, while others are still pending in the different committees in the HOR, and some were already sent and received by the Senate for reading. Among his House Bills are 04696 and 02384, an act protecting senior citizens from violence and providing them opportunities, respectively; 05074, an act providing Filipinos’ free annual medical checkups; and 06743, an act where parents of children with disability will get a monthly subsidy. Rep. Duterte also cited achievements in various projects, such as medical and burial assistance, emergency response, educational aid, Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) with the Department of Labor and Employment (DOLE), and infrastructure. The lawmaker assisted 9,126 patients and 119 senior citizens at the Southern Philippines Medical Center (SPMC), 582 cancer patients, and 11,801 patients in private hospitals. His office also aided 1,246 families in burial. Rep. Duterte also helped 1,088 fire victims and 896 flood victims per family, and 11,019 identified beneficiaries under the TUPAD program. His office assisted 800 college scholars, 23 postgraduates in medicine, and four postgraduates in law school. His office has provided two more transporter ambulance vehicles to barangays that do not have one and turned over nine multi-purpose buildings, one fire station, and two evacuation centers-covered courts to their respective beneficiaries. The lawmaker has led the construction of several infrastructures, such as drainage systems, roads, revetment, water systems, creeks, bypass roads, and seawalls. His office also accommodated 125 solicitations and gave tents, wheelchairs, nebulizers, and hearing aids to beneficiaries. Rep. Duterte is the second-term member of the HOR elected on May 9 in the 2022 national polls. He served the first term in the same position after being elected last May 2019. He called for the approval of House Bill (HB) 4469 and other similar measures to protect OFW remittance fees from usurious charges as the nation commemorates the Month of Overseas Filipinos this December. Passing the measure would also complement the OFW-friendly legacy of his father, former President Rodrigo Duterte, which is the establishment of the Overseas Filipino Bank (OFBank)-- the first branchless and digital-only bank in the country exclusively catering to the financial needs of Filipinos based abroad, the Davao City lawmaker said. He called for the approval of House Bill (HB) 4469 and other similar measures to protect OFW remittance fees from usurious charges as the nation commemorates the Month of Overseas Filipinos this December. Passing the measure would also complement the OFW-friendly legacy of his father, former President Rodrigo Duterte, which is the establishment of the Overseas Filipino Bank (OFBank)-- the first branchless and digital-only bank in the country exclusively catering to the financial needs of Filipinos based abroad, the Davao City lawmaker said. “The billions of dollars in remittances sent home by our OFWs, who we consider modern-day heroes, have always been one of the country’s major economic drivers. The money they send home helped the country ride out the economic shock triggered by the COVID-19 pandemic. It is important that we protect their hard-earned earnings,” Duterte said. HB 4469, filed by Duterte, Benguet Rep. Eric Yap, and ACT-CIS Partylist Reps. Jeffrey Soriano and Edvic Yap also make it mandatory for OFWs and their families to attend financial education seminars conducted by the government to teach them to handle and invest their money adequately. The bill also backs a proposal setting a 50 percent cut on OFW remittance fees imposed by banks and non-bank financial intermediaries, which, in turn, can claim such discounts as tax deductions on gross income. The total deductions that can be claimed from the grant of the 50 percent discount are capped at P24,000 per OFW every taxable year. Duterte pointed out that this hefty reduction in OFW remittance fees is possible and can even be lowered further with the use of technology, as shown by the innovations done by financial technology (fintech) developers who use mobile apps and other digital platforms to offer zero transaction fees and reasonable foreign exchange rates in processing remittances. These pioneering financial services are now available in the market and are expected to flourish after the pandemic forced a shift to more digital options in transactions, Duterte said. He recalled that the Duterte administration pioneered digital banking services for OFWs by opening and operationalizing the OFBank. Duterte noted that the OFBank not only offers 24/7 availability but also shields OFWs from ludicrous foreign exchange rates and unreasonable remittance fees by offering zero charges on transfers between OFBank accounts and Land Bank of the Philippines (LandBank) accounts. OFBank account holders are also able to invest in retail treasury bonds through the OFBank Mobile Banking App, among other financial services, he added. “These innovations pioneered by OFBank can be strengthened by passing House Bill 4469 and the eight other bills now pending in Congress with similar provisions,” Duterte said. OFW remittances rose 3.8 percent year-on-year in September 2022 alone to USD 2.84 billion, according to data from the Bangko Sentral ng Pilipinas (BSP). Even amid a pandemic, money sent home by OFWs hit a new high in 2021, reaching USD31.42 billion, which exceeded the previous record of USD30.13 billion in 2019. Cash remittances in 2021 rose 5.1 percent from USD 29.9 billion in 2020. Under HB 4469, banks and other financial service providers are barred from raising their current remittance fees without prior consultation with the Department of Finance (DOF), BSP, and the Philippine Overseas Employment Administration (POEA). Duterte underscored the need for OFWs and their families to be financially literate so that they can learn to spend, save and invest their money wisely, which is why HB 4469 also contains a provision that requires the DOF, BSP, POEA, and other relevant government agencies to educate them in handling their earnings and remittances. Violations committed under HB 4469, such as the misappropriation or conversion of foreign exchange remittances that prove prejudicial to the OFW or their beneficiary and the imposition of excessive remittance fees, among other infractions, are penalized under the bill with imprisonment and fines depending on the amount of money involved.
