This Bill Creates A National Authority To Regulate And Oversee Development In Boracay Island. To This End, The Boracay Island Development Authority (Bida) Shall Be Created. Bida Shall Be Allowed To Formulate Programs For Rehabilitation And Development Of Boracay Island Through Proper Natural Resource Management, Conservation, And Protection.
