Flash flood victims receive relief assistance from the First Congressional District Office
DAVAO CITY – Over 1,000 families affected by the recent flash flood here received relief assistance from the Office of the First Congressional District Representative Paolo Z. Duterte on February 22, Wednesday morning.
The First Congressional District Office’s personnel distributed emergency food pack, hot porridge, and breakfast to the flood victims in barangays 2-A, 5-A, 8-A, 9-A, 10-A, 19-B, Matina Gravahan, and Maa, starting at around 2 a.m. on February 22.
Several barangays in the city flooded while authorities ordered an evacuation on Tuesday evening following a heavy rainstorm, which caused rivers' water levels to rise and forced the 1,093 families or 4,300 individuals to leave their houses.

With the celebration of National Arts Month this February, Duterte said it is only fitting that the House act fast in passing this measure to help ensure the development of the talents of artistically gifted children who will, in the future, lead in promoting and preserving Philippine arts and culture, Duterte said.

Fire victims in Bago Gallera, Maa receive aid from First Congressional District Office
DAVAO CITY - More than 30 families affected by two separate fire incidents received immediate relief assistance from First Congressional District Representative Paolo Z. Duterte’s office over the weekend.
The First Congressional District Office noted nine families, or a total of 36 individuals, were affected by a fire incident at Purok 6-A, Bago Inigo, Barangay Bago Gallera here on February 11, Saturday afternoon.

Rep. Duterte, 3 other lawmakers eye specialty hospitals in regions
QUEZON CITY - Davao City First Congressional District Representative Paolo Duterte and three other lawmakers have proposed the establishment of specialty hospitals across major regions in the country to bring quality healthcare closer to people living outside Metro Manila.
House Bill (HB) 6857 filed by Duterte, Benguet Rep. Eric Yap, and ACT-CIS Reps. Jeffrey Soriano and Edvic Yap aims to establish these specialty hospitals in Northern Luzon, Southern Luzon, Visayas, Northern Mindanao and Southern Mindanao. The type of specialty hospital shall be determined by the Department of Health (DOH) based on its assessment of the prevailing illnesses in the area.
Such specialty hospitals include branches of the Philippine Heart Center, National Kidney and Transplant Institute, Lung Center of the Philippines, Philippine Children’s Medical Center, and the soon-to-be established Philippine Cancer Center.

P2,000 monthly subsidy proposed for parents of kids with disabilities
QUEZON CITY - Lawmakers led by Davao City First Congressional District Representative Paolo Duterte have pushed for the swift approval of a measure that aims to grant parents of children with disabilities (CWDs) a P2,000 monthly subsidy from the government.
House Bill 6743 filed by Duterte, Benguet Rep. Eric Yap, and ACT-CIS Partylist Reps. Edvic Yap and Jeffrey Soriano outlines the requirements for parents of disabled children to qualify for the subsidy and mandates the creation of a database of all CWDs to be able to effectively implement this proposed law.
Citing a study by the United Nations Children’s Fund (UNICEF) done in coordination with the Department of Social Welfare and Development (DSWD), the bill’s authors pointed out that expenses for raising a CWD is 40 to 80 percent higher than that for other kids without disabilities.

PZD to file charges against "fixers"
DAVAO CITY - First Congressional District Representative Paolo Z. Duterte has issued his latest warning against so-called fixers using the name of the First Congressional District Office in their nefarious activities.
Recently, the young congressman received information that a woman claiming to be an employee of the office had been "recruiting" people that need medical assistance from the government thru the congressional office.
The fixer was claiming that the congressional office will be releasing P30,000 medical assistance with P3,000 automatically going to the fixer.

Rep. Duterte to private firms: Widen job opportunities for senior citizens
QUEZON CITY - Davao City First Congressional District Representative Paolo Duterte has urged the private sector to broaden job opportunities for senior citizens who still want to work, to help them meet their financial needs while continuing to contribute to the country’s post-pandemic economic growth.
To encourage private firms to hire seniors, Duterte and three other lawmakers have filed a bill further increasing the amount of tax incentives for private entities employing elderly citizens.
Under House Bill 2384, the amount of additional tax deductions from gross income entitled to private firms employing seniors is increased from 15 percent of the total amount paid as salaries and wages, to 25 percent “regardless of whether the income tax return was filed under the itemized deduction or optional deduction system.”
Duterte authored the bill with Benguet Rep. Eric Yap and ACT-CIS Partylist Reps. Edvic Yap and Jeffrey Soriano.

Fire victims, sidelined workers to receive aid from First Congressional District Office
DAVAO CITY – The Office of the First Congressional District, Representative Paolo Z. Duterte, is making efforts to assist several families displaced by the fire incidents through the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program.
Rep. Duterte’s office said that around 547 families in the first district displaced by the fire incidents, including about 900 recipients of TUPAD payout, have yet to receive their assistance. These are recipients who did not claim their assistance earlier.

QUEZON CITY - A recent ruling by the National Labor Relations Commission (NLRC) holding an online food delivery company liable for illegally dismissing its riders has underscored the urgency of passing a law protecting the rights and welfare of freelance workers, according to Davao City First Congressional District Representative Paolo Duterte.
Duterte said the legal dispute between the company and the delivery riders would not have reached this far had there been a law safeguarding the rights of freelancers from abuse and exploitation.
“We won’t be commenting on the details of the case as this is still a continuing legal battle between the two parties. What we would like to point out, though, is that this issue has highlighted the lack of protection and benefits for freelancers. This could be corrected by passing a pending measure in Congress that squarely addresses this longstanding concern in our fast-growing gig economy,” Duterte said.

Rep. Duterte: Doctors rendering free services to indigents should get tax breaks
QUEZON CITY - Davao City First Congressional District Representative Paolo Duterte has sought the grant of tax incentives to doctors volunteering their services for free to indigent patients to recognize their “selfless and committed” efforts in helping provide quality healthcare to Filipinos.
Under House Bill (HB) No. 5672, Duterte and three other lawmakers have proposed that physicians continuously rendering pro bono services to poor patients be given tax credits to be deducted from their gross income.
