Start work soon on Magna Carta for BHWs, Cong Duterte appeals to senators
Davao City 1st district Rep. Paolo Duterte is prodding the Senate to act on bills calling for the institutionalization of a Magna Carta for barangay health workers (BHWs).
This, after the other legislative chamber–the House of Representatives–passed its own measure for a Magna Carta for BHWs as one of its final acts of the year.
“There are at least a dozen bills in the Senate proposing a Magna Carta for barangay health workers that still need to be reconciled and consolidated into a substitute bill,” noted Duterte, a second-term House member.

Paolo Duterte to Senate: Prioritize passage of Magna Carta for Barangay Health Workers
Davao City Rep. Paolo Duterte on Wednesday urged the Senate to prioritize the passage of the proposed Magna Carta for Barangay Health Workers (BHW) that “will help fill the gap in the delivery of community-based primary health care services in the country.”
Duterte made the statement following the passage of the proposal (House Bill 6557) on third and final reading at the House of Representatives.
“There are at least a dozen bills in the Senate proposing a Magna Carta for BHWs that still need to be reconciled and consolidated into a substitute bill. We hope the Senate would be able to prioritize the passage of its counterpart measure of the Magna Carta when Congress resumes session next month,” Duterte said.

Magna Carta for BHW bill pinamamadali sa Senado
Nanawagan si Davao City Rep. Paolo Duterte sa Senado na bigyang prayoridad ang pag-apruba sa panukalang Magna Carta for Barangay Health Workers (BHW) na makakatulong umano upang mapunan ang kakulangan sa community-based primary health care services sa bansa.
Ginawa ni Duterte ang pahayag matapos na aprubahan ng Kamara de Representantes ang House Bill 6557 sa ikatlo at huling pagbasa. Si Duterte ay isa sa may-akda ng panukala.

Remittance fees ng OFWs tapyasan ng 50% – Duterte
MANILA, Philippines- Pinamamadali ni Davao City Rep Paolo Duterte sa House of Reprsentatives ang pagpasa sa House Bill 4469 na naglalayong mabigyan ng diskuwento ang mga Overseas Filipino Workers(OFWs) pagdating sa binabayarang remittance fees sa ipinapadala sa kanilang pamilya sa Pilipinas.
Ayon kay Duterte malaking pahirap sa mga OFWs ang lubhang mataas na remittance fee na ipinapataw ng mga banko at iba pang non-bank financial intermediaries.
“The billions of dollars in remittances sent home by our OFWs, who we consider as modern-day heroes, have always been one of the country’s major economic drivers. The money they send home helped the country ride out the economic shock triggered by the COVID-19 pandemic. Sa ilalim ng batas, ang smuggling ng agricultural products tulad ng carrot, sibuyas, asukal, mais, pork, poultry, bawang, isda at mga gulay na gaya ng repolyo, cauliflower, broccoli at bok choy ay isang uri ng economic sabotage kung ang nahuling smuggled goods ay mapag-alamang nagkakahalaga ng hindi bababa sa P1 million. Economic sabotage rin kung ang nahuling iligal na naimport ay bigas na nagkakahalaga ng di-bababa sa P10 million.

OFW remittance fees discount pushed in House bill
A bill granting 50 percent discount on overseas Filipino workers (OFWs) remittance fees has been filed at the House of Representatives.
Representative Paolo Duterte of Davao City made the proposal under his House Bill 4469 which he co-authored with Benguet Rep. Eric Yap and ACT-CIS Partylist Reps. Jeffrey Soriano and Edvic Yap.
The bill provides for a 50 percent discount on OFW remittance fees imposed by banks and non-bank financial intermediaries, which in turn can claim such discounts as tax deductions on gross income.
The total deductions that can be claimed from the grant of discount is capped at P24,000 per OFW every taxable year.

Regulate motorcycles for hire – lawmakers
MANILA, Philippines — Administration lawmakers are calling on the national and local governments to regulate the grant of licenses to motorcycles for hire.
Davao City Rep. Paolo Duterte and Benguet Rep. Eric Yap co-authored House Bill 4470, which seeks to regulate the operation of motorcycle taxis, including habal-habal rides.
Duterte and Yap urged their colleagues to support the bill.
