DAVAO CITY – Davao City 1st District Rep. Paolo Z. Duterte issued his latest warning Saturday against fixers reportedly using the name of his office in their nefarious activities.

Duterte, son of former president Rodrigo Duterte, issued a statement after receiving information that a woman claiming to be an employee of his office had been recruiting people who need medical assistance from the government through his congressional office.

He said the fixer would tell her would-be victims that his office is granting PHP30,000 in medical assistance.

Once the assistance is released, 10 percent of the amount, or PHP3,000, will go directly to her.

DAVAO CITY — First Congressional District Representative Paolo Duterte has continued his advocacy of extending aid to those who are in need as his office recently provided assistance to several families displaced by fire incidents through the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers program.

Duterte’s office said that around 547 families in the first district were displaced by fire incidents, including about 900 recipients of TUPAD payout, have yet to receive their assistance.

Calling age a “constant barrier” for otherwise very capable senior citizens, Davao City 1st district Rep. Paolo Duterte is prodding the private sector to broaden job opportunities for elderly Filipinos.

For this purpose, Duterte penned and filed House Bill (HB) No.2384, or the proposed Act providing further opportunities for senior citizens as employees in private entities by granting increased incentives to private entities that employ senior citizens.

The measure seeks to amend certain provisions of Republic Act (RA) No.9994, otherwise known as the Expanded Senior Citizen Act of 2010.

“Age has been a constant barrier to opening employment opportunities for many of our physically and mentally able senior citizens who want to continue working to help augment the meager pension and retirement savings they have,” said Duterte, a former deputy speaker.

To encourage private firms, Duterte and three other lawmakers pushed for the passage of a measure that will increase the incentive that they will receive for employing elderly citizens.

Under House Bill 2384, introduced by Duterte, Benguet Rep. Eric Yap, and ACT-CIS party-list Representatives Edvic Yap and Jeffrey Soriano, the amount of tax deductions from gross income to be given to private firms employing senior citizens will be increased from 15% to 25% of the total amount paid as salaries and wages of the senior citizen employees.

Sa muling pagbubukas ng ekonomiya at pagbabalik natin sa mga dati nating mga aktibidad bago magpandemya, muling naging isang necessity o pangangailangan ng marami nating kababayan ang paggamit ng sasakyan, at pagpapa-park sa mga private establishment. Ang ilan sa mga establisyamentong ito ay tama lang ang tinatakdang parking fee, at ang iba naman ay sobra na kung maningil.

May mga nagkwento sa atin kamakakailan na nagtaasan nitong nakaraang taon ang mga parking fee sa ilang mga mall at iba pang commercial establishments. Nababahala sila na baka ngayong 2023 ay muli na namang magtaas ng singil ang mga ito at maging labis-labis na ang kailangan nilang bayaran.

THE recent plight of the food delivery riders who were illegally dismissed by a prominent online food delivery app underscores the urgent need to pass a law protecting freelance workers, Davao City First District Representative Paolo Duterte said.

In a press release, Duterte said the legal dispute between FoodPanda Philippines and the delivery riders would not have reached this far had there been a law safeguarding the rights of freelancers from abuse and exploitation.

This after the National Labor and Relations Commission (NLRC), in a decision issued on December 7, 2022, affirmed the earlier ruling of its Labor Arbiter (LA) in favor of the delivery riders of FoodPanda Philippines who were terminated in 2021.

Aniya, bagama’t dumarami ang ‘freelance workers’, na nagsimula sa panahon ng pandemya, sa ngayon ay walang kaukulang batas o anumang regulasyon ng gobyerno para sa kanilang hanay.

Ayon kay Duterte, bagamat pumabor ang desisyon ng NLRC sa mga delivery riders ay mas mapapabilis sana ang pagresolba sa kaso kung mayroong batas na nagpoprotekta rito laban sa exploitation at pang-aabuso.

“We won’t be commenting on the details of the case as this is still a continuing legal battle between the two parties. What we would like to point out, though, is that this issue has highlighted the lack of protection and benefits for freelancers. This could be corrected by passing a pending measure in Congress that squarely addresses this longstanding concern in our fast-growing gig economy,” paliwanag ni Duterte.
