2 lawmakers want no GCTA for heinous crime convicts
REPRESENTATIVES Paolo Duterte (1st District, Davao City) and Eric Yap (Lone District, Benguet) have sought the passage of a measure that would categorically exclude persons convicted of heinous crimes from availing themselves of the benefits of the law that cuts prison time for inmates with good behavior.
Duterte and Yap said the enactment of their proposed measure, as outlined under House Bill (HB) No. 4649, aims to plug perceived “loopholes in Republic Act (RA) No. 10592 or the Good Conduct Time Allowance (GCTA) law.
Enacted in 2013, the GCTA law increased the credits earned by persons deprived of liberty (PDLs) for good conduct, which, in turn, translates to a reduction in their prison sentences.

Kaya inihain nina Davao City Rep. Paolo Duterte at Benguet Rep. Eric Yap ang house Bill 4649 upang maamyendahan ang RA 10592 at maging malinaw kung sino lamang ang maaaring mabawasan ang sintensya.
Sa ilalim ng GCTA ay tumaas ang nakukuhang credit ng isang persons deprived of liberty (PDL) sa pagiging mabuti sa loob ng piitan na magreresulta sa pagbawas sa panahon ng kaniyang pagkakakulong. Naisabatas ito noong 2013.

Davao City Rep. Paulo Duterte and Benguet Rep. Eric Yap have sought the exclusion of persons convicted of heinous crimes from benefiting from the Good Conduct Time Allowance law (RA 10592).
Duterte and Yap introduced amendments to the GCTA law in House Bill 4649.
The GCTA law increased the credits earned by persons deprived of liberty (PDLs) for good conduct, which in turn reduced their prison sentences. It was enacted in 2013.
The law became controversial in 2019 after nearly 2,000 individuals convicted of heinous crimes benefited from the re-computation of their GCTA credits, which led to their release. They eventually returned after then-President Rodrigo Duterte ordered them to surrender or be treated as fugitives.

The law that reduces the prison time of inmates on account of good behavior shouldn’t benefit those convicted of heinous crimes.
This was the stand of Davao City 1st district Rep. Paolo Duterte and Benguet lone district Rep. Eric Yap, who jointly filed House Bill (HB) No.4649.
The full title of the bill reads, “An Act defining good conduct and providing conditions in the grant of Good Conduct Time Allowance (GCTA), further amending for the purpose Article 97 of Act No.3815, otherwise known at the Revised Penal Code, as amended by Republic Act (RA) No.10592.”

‘Pulong’ aids flash flood victims
DAVAO CITY – At least 1,000 families affected by the recent flash flood here received relief assistance from the Office of the First Congressional District Representative Paolo Duterte on Wednesday morning.
The First Congressional District Office’s personnel distributed emergency food packs, hot porridge, and breakfast to the flood victims in barangays 2-A, 5-A, 8-A, 9-A, 10-A, 19-B, Matina Gravahan, and Maa at around 2 a.m. on 22 February.
Several barangays in the city flooded while authorities ordered an evacuation on Tuesday evening following a heavy rainstorm, which caused rivers’ water levels to rise and forced the 1,093 families or 4,300 individuals to leave their houses.

Exclusion of heinous crime convicts from GCTA pushed
MANILA – Davao City 1st District Representative Paolo Duterte and Benguet Rep. Eric Yap on Friday urged colleagues to pass a bill excluding heinous crime convicts from prison time reduction.
The two lawmakers earlier filed House Bill (HB) 4649 or an “Act Defining Good Conduct and Providing Conditions in the Grant of Good Conduct Time Allowance (GCTA)” and further amending for the purpose Article 97 of Act No. 3815, otherwise known as the “Revised Penal Code,” as amended by Republic Act (RA) No. 10592.
They said passing HB 4649 would categorically exclude persons convicted of heinous crimes from availing themselves of the benefits of RA 10592 or GCTA law that cuts prison time for inmates with good behavior.

House panel okays bill establishing creative arts system in high schools
THE House committee on basic education and culture has approved a measure which aims to set up a system of specialized high schools across the country focused on honing the artistic skills and talents of young Filipinos.
The substitute bill does not seek to establish new high schools but will instead set up a creative arts system by fine-tuning the curriculum of the arts and design special programs in existing schools supervised by the Department of Education (DepEd).
Davao City Rep. Paolo Duterte, the principal author of House Bill No. 5075, proposed the establishment of the Philippine High School for Creative Arts (PHSCA) System under House Bill (HB) 5075.
