CHR supports incentives on hiring employable seniors

THE Commission on Human Rights (CHR) has expressed support for House Bill (HB) 2384 which seeks to increase incentives for private entities that hire the elderly.

The bill upholds older persons' right to work, social security and adequate standard of living. It can also empower their right to participate in the affairs of their communities and the country.

Authored by House Representatives Paolo Duterte, Eric Yap, Edvic Yap and Jeffrey Soriano, the bill aims to expand job opportunities for the elderly, effectively amending parts of the Republic Act (RA) 9994 or the "Expanded Senior Citizen Act of 2010."

A Mindanao lawmaker on Friday cited the need for Congress to enact a law mandating the Philippine Health Insurance Corporation (PhilHealth) to provide free annual medical checkups for its members.

“To promote health, identify risks, and ensure early diagnosis, PhilHealth shall establish a system that allows access to a free annual medical check-up and ensure that Filipinos shall be accorded the quality health care services that they deserve,” Davao City Rep. Paolo Duterte.

Dduterte filed House Bill 5074 seeking to ensure that every Filipino gets access to preventive care and are able to address potentially serious health conditions possibly in their early stages.

Duterte, Benguet Rep. Eric Yap, and ACT-CIS Partylist Rep. Edvic Yap have filed House Bill (HB) 5074 intending to automatically entitle every Filipino to free blood sugar and cholesterol tests each year.

DAVAO CITY – At least 2,000 families affected by a recent huge fire incident here received immediate assistance from the Office of First Congressional District Representative Paolo Duterte.

Each family — currently sheltered at Barangay 21-C Gymnasium in Piapi Boulevard — received heavy snacks and dinner from the lawmaker’s office on Saturday afternoon.

The lawmaker’s staff also distributed emergency food packs on 26 February in the same place while assessing the situation of the fire victims and will also provide hot meals for the victim for five days.

Three barangays — 21-C, 22-C, and 23-C – have been affected by the huge fire incident on Saturday afternoon. At least four families were affected in Barangay 23-C, while several families were affected in two other barangays mentioned above.

Binigyan diin ni Representatives Paolo Duterte (1st District, Davao City) at Eric Yap (Lone District, Benguet), ang kanilang iminumungkahi ay upang maayos ang loophole sa naunang Republic Act 10592 o ang Good Conduct Time Allowance Law.

Matatandaan na taong 2013, ang mga persons deprived of liberty ay magkakaroon ng pagkakataon na mabawasan ang prison sentences dahil sa good conduct sa loob ng piitan.

Exclusion of heinous crime convicts from GCTA pushed

MANILA – Davao City 1st District Representative Paolo Duterte and Benguet Rep. Eric Yap on Friday urged colleagues to pass a bill excluding heinous crime convicts from prison time reduction.

The two lawmakers earlier filed House Bill (HB) 4649 or an “Act Defining Good Conduct and Providing Conditions in the Grant of Good Conduct Time Allowance (GCTA)” and further amending for the purpose Article 97 of Act No. 3815, otherwise known as the “Revised Penal Code,” as amended by Republic Act (RA) No. 10592.

They said passing HB 4649 would categorically exclude persons convicted of heinous crimes from availing themselves of the benefits of RA 10592 or GCTA law that cuts prison time for inmates with good behavior.
