Ito ay sakaling mapagtibay bilang batas ang House Bill (HB) 433 “Free Legal Education in SUCs“ ni 1st District Davao City Rep. Paolo Duterte.

Sinabi ni Duterte na sa pamamagitan ng HB 433 ay matutugunan ang kakulangan sa mga abogado sa bansa para kumatawan sa mga Pilipinong nangangailangan o sa pangkalahatan ay ang pambansang sistema ng hustisya.

Edvic Yap jointly penned and filed House Bill (HB) No.7433, titled, "An Act promoting access to quality legal education by providing for free tuition and other school fees in state universities and colleges and appropriating funds therefor".

They proposed the measure to address the shortfall of practicing lawyers in the country, which, according to them, “undermines the legal representation of every Filipino, and overall, the national justice system".

Davao City Rep. Paolo Duterte and two other lawmakers have jointly filed a bill that will provide free legal education in State Universities and Colleges (SUCs) in exchange for working in the government for two years after passing the bar.

Duterte, Benguet Rep. Eric Yap, and ACT-CIS party-list Rep. Edvic Yap said the proposal will address the shortfall of practicing lawyers in the country, which “undermines the legal representation of every Filipino, and overall, the national justice system.”

The coverage of House Bill 7433 will be limited to students from indigent families.

Sinabi nina Duterte, Benguet Rep. Eric Yap at ACT-CIS party-list Rep. Edvic Yap na matutugunan ng House Bill 7433 ang kakulangan ng mga abogado sa bansa. Ang libreng pag-aaral ay ibibigay lamang sa mga mahihirap na estudyante.

Ayon sa mga may-akda ng panukala, sa kasalukuyan ay hindi kasali ang graduate studies sa saklaw ng Universal Access to Quality Tertiary Education Act (RA 10931) na nagbibigay ng libreng matrikula sa mga SUC at local universities and colleges (LUCs).

The district office of Davao City Rep. Paolo Duterte and the Department of Labor and Employment (DOLE) 11 have provided assistance to thousands of indigent residents through the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program.

Duterte’s office said since October 2022, 11,019 beneficiaries have benefitted from the TUPAD program. The number includes the 580 residents who received assistance last February 20.

Duterte underscored the importance of the TUPAD program in helping indigent families during challenging times.

Ang TUPAD ay isang community-based program na nagbibigay ng pansamantalang trabaho sa mga naalis sa trabaho o walang mapasukang trabaho. Tumatagal ito ng 10 hanggang 30 araw depende sa gagawin.

Kasama sa pansamantalang trabaho ang paglilinis sa komunidad at pagtatanim ng puno.
