Sa inihaing House Bill 3727 na inakda nina Davao City Rep Paolo Duterte at Benguet Rep Eric Yap ay isinusulong nitong bumuo ng Water Trust Fund(WTF) kasabay ng pagtatatag ng DWR, sa ilalim ng panukala ang trust fund ay ilalagak sa Bureau of the Treasury (BTr) na gagamitin para tugunan ag problema sa tubig at sanitation.

Ipinaliwanag ni Duterte na ang pera para sa WTF ay kukunin sa remittances mula sa non-tax revenues gaya ng raw water pricing, permit fees, registration fees, supervision and regulation enforcement fees, filing fees, testing fees at iba pang service income mula sa paggamit ng tubig.
