MANILA – Rep. Paolo Duterte has filed a bill seeking to establish another division of the Court of Appeals (CA) in Mindanao to be stationed in Davao City.

Duterte said his proposed measure, House Bill (HB) 7895, is in pursuit of speedy disposition of cases, including the declogging of the CA divisions’ court dockets, and of increasing access to the CA services.

If enacted into law, the Court of Appeals in Davao City would have jurisdiction over cases originating from the 11th and 12th Judicial Regions.

To better protect house pets and other animals from veterinary malpractices, Davao City First District Representative Paolo “Pulong” Duterte has filed a measure which aims to institutionalize the penalties of fine, cancellation of license to practice and revocation of permit to operate to veterinarians found committing veterinary malpractice to increase deterrence in committing the said act.

The proposed House Bill 7896, or the Anti-Veterinary Malpractice Act of 2023, also seeks to require veterinarians to avail of malpractice insurance to answer for any claims of damages arising from the act or omission perpetrated by them resulting to injury or loss of life to any animal.
