Ang mga na-survey ay lahat ng mga kinatawan sa Kongreso sa Davao City, Davao del Norte, Davao de Oro, Davao del Sur, Davao Oriental at Davao Occidental.

ITINUTULAK sa Kamara ang isang panukalang batas na nagkakaloob ng tax breaks sa mga abogadong nagsisilbing counsel para sa indigenous peoples (IP).
Sa ilalim ng House Bill 7867, ang National Commission for Indigenous Peoples (NCIP) ay inaatasang magtalaga ng counsel de oficio para sa indigenous cultural communities (ICC) o IPs na may nakabimbing mga kaso sa ahensiya ng pamahalaan.
Ang naturang NCIP-appointed pro bono counsel ay bibigyan ng tax-free honoraria o per diem tulad ng nakasaad sa NCIP rules.

MANILA – Representatives Paolo Duterte of Davao’s first district and Eric Yap of Benguet’s lone district on Tuesday gave due credence to the country’s committed legal counsels who provide pro bono services to the underprivileged, particularly the Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).
The two lawmakers, in recognition of such a commitment, filed House Bill (HB) 7867 seeking to give tax breaks to selfless lawyers who provide free services to indigents.

MANILA – Representatives Paolo Duterte of Davao’s first district and Eric Yap of Benguet’s lone district on Tuesday gave due credence to the country’s committed legal counsels who provide pro bono services to the underprivileged, particularly the Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs).
The two lawmakers, in recognition of such a commitment, filed House Bill (HB) 7867 seeking to give tax breaks to selfless lawyers who provide free services to indigents.
The proposed measure also seeks to amend Republic Act 8371, or “The Indigenous Peoples' Rights Act of 1997”, to institutionalize the provision of pro bono legal services to indigent ICCs/IPs.

House Bill 7867 mandates the National Commission for Indigenous Peoples (NCIP) to appoint counsel de oficio for indigenous cultural communities (ICC) or IPs with pending cases before the government agency.
The said NCIP-appointed pro bono counsel will then be entitled to a tax-free honoraria or per diem as the NCIP provides under its rules.

This is the spirit behind House Bill (HB) 7867, which seeks to amend Republic Act 8371 (The Indigenous Peoples’ Rights Act of 1997), in order to institutionalize the provision of pro bono legal services to the indigent indigenous cultural communities/indigenous peoples (ICCs/IPs).
“In recognition of the selfless and committed efforts of these legal counsels who tirelessly give pro bono services to the underprivileged and marginalized, particularly indigent ICCs/IPs, the said legal counsels must then be entitled to tax credits which shall be deducted from their gross income,” explained co-authors Davao City Rep. Paolo Z. Duterte and Benguet Rep. Eric G. Yap.
