NOTING that early childhood education is critical in the development and well-being of the country’s children, Reps. Paolo Duterte and Eric Yap have filed a proposed measure that mandates all cities and municipalities to establish and maintain an early learning program that provides services to pre-kindergarten children, including those with special needs.

House Bill No. 8069, also known as the Early Learning Program Act, aims to make widely available to pre-kindergarten children a high quality, child-centered, and developmentally-appropriate early learning program especially to children from poor families and to provide resources to ensure that all of them enter elementary school ready to learn how to read and write.

Rep. Duterte to redefine illegal recruitment as crime of economic sabotage

TO better protect from exploitation and promote the welfare of overseas Filipino workers (OFWs), Davao City Rep. Paolo Duterte with Benguet Rep Eric Yap have filed a proposed measure seeking to strengthen the definition of illegal recruitment in the Labor Code by providing a more stringent requirement to what constitutes illegal recruitment by a syndicate.

House Bill No. 8360 states that instead of three conspirators, it currently proposes that at least two conspirators would now correspond to an illegal recruitment syndicate, which is tantamount to economic sabotage, and eventually, violators would be meted stricter and stiffer penalties.
