Iginiit ng mga mambabatas na dapat na magbigay ng refund ang mga telecommunications companies sa mga customer nito na nakakaranas ng pasulput-sulpot o tuluy-tuloy na pagkagambala sa serbisyo ng 24 oras o higit pa sa isang buwan.

Sa House Bill 8480 na inihain nina Davao City 1st District Rep. Paolo Duterte, Benguet Rep. Eric Yap, ACT-CIS party list Reps. Jocelyn Tulfo at Edvic Yap, at Quezon City 2nd District Rep. Ralph Tulfo, nais ng mga itong tiyaking magbabayad lang ang mga subscribers para sa serbisyong nakukuha nila at igiit na ang mga telecom firms ay magbigay ng mabilis, maaasahan at walang patid na koneksyon sa internet.

Naghain ng panukala si Davao City Rep. Paolo Duterte at apat pang kongresista ng panukala upang mabigyan ng automatic refund ang mga kustomer na nakaranas ng paputol-putol o walang serbisyo na tumagal ng 24 na oras sa loob ng isang buwan.

Ayon kay Duterte, ang panukalang Refund for Internet and Telecommunications Service Outages and Disruption Act (House Bill 8480) ay titiyak na ang babayaran lamang ng mga kustomer ay ang serbisyo na kanilang nakuha at magtutulak sa mga telco na ayusin ang kanilang serbisyo.
